The Manager or his or her designee, at a time specified in the advertisement provided for in Section 210.02, and during business hours, shall open bids in the Municipal Building on the last day for filing them, which shall be at least seven days after the last published notice for bids, and which may be longer than seven days if so specified in the notice.
