It shall be the duty of the City Streets, Highways and Drainage Commission to review proposed legislation and other matters relating to the streets, highways, alleys, public ways, drainage issues and other matters of a similar nature; and to otherwise promote public interest in the general improvement of the streets, highways, alleys, public ways, drainage of the City. However, the powers and duties of the Commission are of an advisory nature only, and nothing herein shall be construed to abridge, invade, supplant or change the powers or duties of the departments and boards of the City or of the Council.
