Unless otherwise exempted, it shall be unlawful for any person to collocate or remove a small cell facility or construct, maintain, modify, operate, replace, or remove wireless support structures in, along, across, upon, and/or under the right-of-way unless a permit has been issued by the Public Works Director or the Public Works Director designee.
