§ 53.72 GENERAL CATEGORIES OF USERS.

   (A)   Users of the city’s sewer utility shall be considered to belong to 1 of 5 categories:

      (1)   Residential user;

      (2)   Commercial user;

      (3)   Institutional user;

      (4)   Governmental user; or

      (5)   Industrial user.

   (B)   The allocation of users to categories for the purposes of assessment of sewer use and debt service charges shall be the responsibility of the City Clerk/Treasurer. Allocations of users to categories shall be based in part upon the substantive intent of the definitions of these categories contained herein.
