§ 53.71 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMMERCIAL USER. A user of the city’s sewer utility discharging normal domestic strength waste from a place of business.
   DEBT SERVICE. The annualized cost for capital expenditures by the city, the cost covering the principal and interest on outstanding city loans obtained for construction of new or expanded facilities. DEBT SERVICE is distinct from annual operation, maintenance or replacement costs.
   DEBT SERVICE CHARGE. The quarterly fee charged each user of the sewer utility to be applied towards the city’s debt service.
   EQUIVALENT RESIDENTIAL UNIT. A unit of wastewater volume of 300 gallons per day at an approximate strength of 200 mg/1 of BOD5 and 250 mg/1 of total suspended solids.
   GOVERNMENTAL USER. A user of the city’s sewer utility discharging normal domestic strength waste from a place conducting public governmental business.
   INDUSTRIAL USER. A user of the city’s sewer utility discharging liquid processing wastes from an industrial manufacturing process, trade, or business including, but not limited to, all Standard Industrial Classification Manual Classes A, B, D, E and I (published by Office of Management and Budget, 1972) manufacturers, as distinct from residential, institutional, governmental or commercial wastewater. Wastewater having similar properties are classified as "industrial" even if entering a collector sewer from a commercial establishment.
   INSTITUTIONAL USER. A user of the city’s sewer utility discharging normal domestic strength waste from a place conducting public non-governmental business.
   OPERATION AND MAINTENANCE (O&M). All labor, equipment, materials and power required to operate and maintain the sewer utility sufficient for continuous, reliable service to the city’s users throughout the design or useful life, whichever is longer, of the facilities. Maintenance includes cleaning, lubricating, repairing and overhauling of wastewater equipment. Operation includes daily and other periodic control, inspection and adjustments to wastewater equipment, and sampling and analysis of wastewater.
   REPLACEMENT. All labor, equipment, materials and power required to replace worn or damaged equipment in the city’s wastewater facilities, as distinct from capital expenditures which produce debt service, throughout the design or useful life of the facilities, whichever is longer. REPLACEMENT is financed along with operation and maintenance through user charges as operation, maintenance and replacement (OM&R).
   RESIDENTIAL USER. A user of the city’s sewer utility who discharges normal domestic strength waste from a place of residence, including single-family homes, townhouses, duplex units, condominiums, apartment units and mobile homes.
   SEWER (OR WASTEWATER) SERVICE CHARGE. The quarterly fee, charged each user of the utility, which is the sum of the user charge, debt service charge and administrative charge.
   SEWER UTILITY. A system of sanitary sewers and wastewater treatment facilities owned, maintained, operated and controlled by the city.
   USER CHARGE. The quarterly fee charged each user of the sewer utility to cover all operation, maintenance and replacement costs incurred by the city.
   USERS. Those places or establishments which are connected to the sewer utility.
