Persons who are at least 16 years of age who possess or have possessed a valid driver's license, or those who are physically disabled, making it difficult or impossible for the person to operate a standard motor vehicle without modification to the vehicle, may operate motorized golf carts on designated public streets upon obtaining a permit.
