(A) This subchapter sets forth the requirements for accruing revenues to enable the city to comply with state and federal laws to provide sufficient revenues to financially balance expenditures for operation, maintenance, replacement, and debt service of its sewer utility.
(B) This chapter provides that any user of city facilities shall be assessed each calendar quarter [month] in a proportionate manner fees for the amount of use that user makes of the city’s facilities.
(C) This chapter shall apply to the city and to any persons outside the city who may be users of city facilities by contract or agreement with the city.
(D) The City Clerk/Treasurer shall implement and enforce the provisions of this subchapter.
