The following land uses are exempt from stormwater drainage fees:
(A) Public rights-of-way.
(B) Vacant and unimproved land with ground cover, such as agricultural and conservation zoned land that does not have a residential or commercial building on the parcel. Platted and subdivided land is not included as exempt.
(C) Lakes.
(D) Wetlands recognized by local authorities.
(E) City owned property, city parks, and city libraries.
(F) Cemeteries.
(G) Church parks and church ballfields.
