The Council may adopt policies recommended by the City Engineer, by resolution, for adjustment of the stormwater drainage fee for parcels based upon hydrologic data to be supplied by property owners, which data demonstrates a hydrologic response substantially different from the standards. Such adjustments of stormwater drainage fees shall not be made retroactively. A credit reduction of one-half of the stormwater utility fee amount shall be given to owners of commercial lots who construct and maintain city-approved retention and storm treatment facilities.
