For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
RESIDENTIAL EQUIVALENT FACTOR (REF).
One REF is defined as the ratio of the average volume of runoff generated by a given land use to the average volume of runoff generated by a typical single-family residential land during a standard 1-year rainfall event.
