No premises shall be connected to the city sewer system except upon the payment of a special connection as required by § 51.04 of the City Code. If the connection is completed by the city, the owner shall pay all city costs related to such work and shall provide the city with financial security to the city in advance of the work to assure reimbursement of such city costs.
