No person shall use, disturb, tamper with, nor withdraw any water from a city fire hydrant without first obtaining the written consent of the city. A violation of this provision shall constitute a misdemeanor subject to the maximum fine and penalty under the laws of the State of Minnesota existing and as hereafter amended. Additionally, the penalty shall include the cost of repair for any damage done to a hydrant and/or the cost of any water removed. This prohibition shall not apply to employees and duly authorized agents of the city or to firefighters while acting within the course of their duties.
