The owner of a property shall be financially responsible to repair and/or maintain that part of the water service lying on the house side of the curb stop, and for any damage to or the disruption of the curb stop and that part of the city service leading to it, as the result of the work of the owner or contractor, irrespective of whether the curb stop is located upon the property of the owner.
