No person, firm, or corporation, except as herein otherwise provided for, shall tap or make any perforation or opening of any kind in any water main or any public or private service pipe within the boundaries of the right-of-way of any street, avenue, alley, or public ground without having obtained a permit from the City Clerk/Treasurer as required by Chapter 51 of the city code for each and every tap or perforation so sought to be made.
