§ 52.01 TAPPING.
   (A)   The city may furnish all labor and material for the laying, relaying or rejoining, or making connections with any water mains within the limits of any street, avenue, or alley or public-ground in the city. This shall be construed to include tapping the mains, furnishing and installing corporation cock, curb box, and shut-off valve. If the city furnishes labor and material under this division, applicant shall reimburse the city for such costs and shall provide adequate financial security.
   (B)   It shall be unlawful for any individual or corporation other than the city, acting through its duly authorized representatives, to excavate in any street, avenue, alley, or public ground for the laying, relaying, or repairing of water pipes before such time as that portion of the connection to be furnished by the city shall be in place and any individual or corporation violating the provisions of this chapter shall be guilty of a misdemeanor.
   (C)   After the connection is complete up to and including the curb box and shut-off valve, pipe may be laid from the curb box to the desired place by individuals other than those employed by the city but the work must conform to the general rules hereinafter laid down in this chapter.
