Each lot, piece, or parcel of property in the city on which is situated any building from which sewage or waste of any kind is produced and/or disposed of is hereby required to be connected with the sanitary sewer and water system of the city within two years after the mains are constructed to within 75 feet of the boundary of the premises. This requirement may be specifically waived or amended by the Council. It shall be unlawful for any owner of any property to suffer the construction, operation, or maintenance of any cesspool, septic tank, or privy on the premises after the time.
