(A) General. In addition to all other charges set forth in this title, all applications for building permits for new structures, and existing structures not presently served by water or sewer, shall be accompanied by a sewer availability charge and a water availability charge in the amounts as established in this chapter.
(B) Sewer availability charge and water availability charge. The sewer and water availability charges shall be as set forth in the city fee schedule.
(C) Computation of units for residential units. The number of units which are connected, or for which a building permit is issued, shall be computed as follows:
(1) Single-family houses, town houses, and each half of a duplex unit shall each comprise 1 Residential Equivalent Unit (“REU”);
(2) Apartments shall each comprise 80% of 1 REU.
(D) Computation of REUs for commercial, public and other facilities. The number of REUs for commercial, public, or other facilities which are connected, or for which a building permit is issued, shall be based on multiples of the water and sewer availability charges parameters established in Appendix A, WAC and SAC criteria for commercial, public, and other properties.
(E) Other uses. The number of REUs to be charged to uses not specifically covered by this section shall be determined on a case by case basis by the City Council.
