§ 151.02 PURPOSE.
   The City Council hereby declares that the preservation, protection, perpetuation and use of areas, places, buildings, structures, and other objects having special historical interest or value is a public necessity and is required in the interest of the health, safety, welfare, and prosperity of the people. The purpose of this chapter is to:
   (A)    Safeguard the heritage of the city by preserving sites, districts and structures which reflect elements of the city's cultural, social, economic, political, visual, or architectural history.
   (B)   Protect and enhance the city so as to appeal to residents, visitors, and tourists and serve as a support and stimulus to business and industry.
   (C)   Promote civic pride in the beautiful and unique structural accomplishments of the past.
   (D)   Promote the preservation and continued use of historic sites, districts and structures for the education and general welfare of the people of the city.
   (E)   Enhance the economic viability of heritage preservation sites and districts through the protection and promotion of their unique character.
   (F)   Enhance the visual and aesthetic character, diversity and interest of the city.
   (G)   Establish a Heritage Preservation Commission pursuant to M.S. § 471.193.
