No person shall discharge any firearm, air gun or B.B. gun of any kind within the city except at a duly authorized shooting range while the range is supervised or while under reasonable apprehension of harm to protect person or property against anyone committing or attempting to commit a felony, or, after permission to do so granted by the Village Council, to protect property against damage by rodent, animals or destrictive fowl.
