In the event the application is accepted by the city, in its sole discretion, the parties may then enter into the lease. Until and unless the lease is completed and signed by both parties, an applicant has no rights, vested interests or economic expectations arising out of or attending the pursuance of and compliance with the provisions of this chapter.
