§ 94.19 USE AND OCCUPANCY AREAS REGULATED.
   In any regulated area, it shall be unlawful for any person:
   (A)   To possess or discharge firearms, air rifles, BB guns, sling shots, explosives or fireworks.
   (B)   To engage in an act of or relating to gambling as defined in M.S. § 609.75:
      (1)   To engage in offensive, obscene, or abusive language or in boisterous or noisy conduct tending reasonably to arouse alarm, anger or resentment in other;
      (2)   To engage in brawling or fighting;
      (3)   To bring or posses keg beer or other bulk tap quantities;
      (4)   To drink intoxicating liquors as defined in M.S. § 340.401.
      (5)   To use or possess controlled substances; or
      (6)   For a minor to possess or consume alcoholic beverages.
   (C)   To advertise, sell or attempt to sell any item or thing for private gain without a permit from the city.
   (D)   To participate in active games or sports outside designated play areas.
   (E)   To exceed posted speed limits or to park in an area other than those designated for parking or to drive recklessly or carelessly or to park in or on any area other than those areas designated for parking.
   (F)   To picnic or to light and/or maintain a fire outside areas designated for use.
   (G)   To leave a fire unattended.
   (H)   To be present in a regulated area at any time it is posted to be closed.
   (I)   (1)   For any person or persons to bring in or to dump, deposit or leave any bottles, broken glass, discarded vegetation including but not limited to Christmas trees, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage or refuse, or other trash in any park. No person shall place such refuse or trash in any waters in or contiguous to any park, or leave any refuse or trash anywhere on the grounds of the park.
      (2)   Where trash receptacles are provided in any park, all refuse and trash related to park use shall be placed herein; provided, however, residential trash and construction debris shall in no event be placed in such receptacles.
   (J)   To discharge in any lake, stream or other body of water any substance, liquid or solid, or any other matter or thing which may result in the pollution of said waters.
   (K)   To remove, break, destroy, injure, mutilate, deface or in any way damage any structure, monument, fence, flagpole, vehicle, bench, natural growth, fireplace or any other property located therein.
   (L)   (1)   To use a regulated area for group assembly of any kind which is not open to the public without first obtaining a permit from the city.
      (2)   The City Clerk/Treasurer shall issue a temporary permit when the applicant has shown to the satisfaction of the City Council that:
         (a)   The proposed use will not unreasonably interfere with or detract from the use of the area by the public, or the public health, safety or welfare.
         (b)   That the proposed use will not unreasonably interfere or detract from the promotion of the public health, welfare and safety.
         (c)   That the proposed use is not reasonably anticipated to lead to or incite violence, crime, disorderly conduct or injury or damage to park property.
      (3)   An authorized agent may revoke a temporary permit if there is found any violation of its term, or the provisions of this subchapter.
   (M)   To place advertising, decorations or any other device or thing on park property without Council authorization.
   (N)   To operate a motor vehicle or any device propelled by human power except on roads, paths or areas designated for such use.
   (O)   To permit any pet or other animal over which a person is responsible to be unleashed, or to fail or refuse to remove and properly dispose of any excrement from the pet or animal.
   (P)   To fail to obey the directions or orders of an authorized agent of the city relating to the safe use of the parks by or for the public.
   (Q)   To launch watercraft in any area outside a designated public boat launch.
   (R)   To trap or endanger wildlife on park land/trails owned by the city.
   (S)   For any person or persons to use any restroom in any park in other than a clean and sanitary manner. No person over the age of 8 years shall use restrooms designated for the opposite sex. Those persons 8 years of age or under who use the restroom of the opposite sex shall be accompanied by an adult of the proper sex.
   (T)   To climb up or on trees or natural growths or any manmade structures or objects unless it is specifically designed for that purpose.
   (U)   For any person or persons to swim in any park unless specifically designated for that purpose.
