No person or persons shall in any way use a public bathing beach for swimming or bathing, nor shall any person or persons loiter about or congregate on any public bathing beach except during the hours such activities are permitted. The hours of the permitted activities shall be posted at the entrance or at conspicuous places on each public bathing beach.
