135.01 ESTABLISHED; POWERS AND DUTIES.
   (a)   There is hereby created the position of Village Administrator of the Village of Centerburg.
   (b)   The Village Administrator shall appoint and supervise all officers, employees, agents, clerks, and assistants, provided such positions are first authorized by Council. All such appointments shall be subject to approval by the Mayor. All such appointments, when made, shall be in writing and they, along with the Mayor's approval, shall be filed with the Clerk-Treasurer.
   (c)   The Village Administrator shall attend all meetings of Council and such other meetings of local government bodies as are necessary to promote and protect the interest of the Village. The Village Administrator shall attend any other meetings or conferences when requested by the Mayor or Council.
   (d)   The Village Administrator shall manage the waterworks and waste-water plant; and he shall perform the duties and have the same powers as those given Boards of Trustees of Public Affairs under the Ohio Revised Code.
   (e)   The Village Administrator may also serve as the Street Commissioner of the Village.
   (f)   The Village Administrator shall make rules and regulations for the safe and economical management of the water and waste water plants, the collection of revenues therefor, and furnishing Village services.
   (g)   The Village Administrator shall manage all Village-owned property, equipment, vehicles and supervise all Village employees and contracted laborers.
   (h)   The Village Administrator shall supervise all improvements, repairs and cleaning of streets, alleys, sidewalks, sewers, water lines, drains, lighting, ditches, storm sewers and natural waterways.

   (i)   The Village Administrator shall have authority to make contracts, purchase supplies and materials and provide labor for any work under his supervision without the prior approval of Council when the total for any such contract, material, labor or expenditure on behalf of the Village does not exceed fifty thousand dollars ($50,000), provided he first submits a purchase order.

   (j)   The position of Village Administrator, and Utility Superintendent positions are hereby separated.
