(a) The combined elected position of Clerk-Treasurer is hereby abolished effective April 1, 2020 upon the resignation of the current Clerk-Treasurer.
(b) The appointed position of Village Fiscal Officer is hereby created effective April 1, 2020 upon the resignation of the current Clerk-Treasurer.

(c) The Qualifications for this position shall be at least an Associate’s Degree in accounting and/or a related degree within the above disciplines. Additionally, the appointee should have public finance experience and/or experience commensurate with the proposed position. (Ord. 2020-01. Passed 2-3-20.)
(d) The Village Fiscal Officer appointed pursuant to this section shall exercise the powers and perform the duties and functions now or hereafter given to Village Fiscal Officers, City Auditors and Treasurers under the general laws of Ohio. The Village Fiscal Officer shall have other powers, duties and functions as set forth in ordinances or resolutions of this Council. The Village Fiscal Officer shall keep the financial records of the Village, establish the accounting system, payroll, data processing, claims and disbursements, receipts and bill payments, investments of municipal funds, debt management, issuance of insurance programs, financial records, supervise personnel assigned to the Village Fiscal Officer, and reports used by the offices, departments, divisions, bureaus, boards and commissions of the Village; assist the Mayor and Village Administrator in the preparation and submission of appropriation measures, estimate, budgets, capital programs and other financial matters; provide full and complete information concerning the financial affairs and status of the Village as requested by the Mayor, Council, and Village Administrator; provide full and complete information and assistance concerning the finances or accounting systems or records of any office, department, division, bureau, board of commission of the Village as requested by the Mayor, Council, and Village Administrator.
(e) The Village Fiscal Officer shall be appointed by the Mayor, but that appointment does not become effective until it is approved by a majority vote of this Council.
(f) The Village Fiscal Officer need not be an elector of the Village or reside in the Village at the time of appointments; however, the Village Fiscal Officer shall become a resident of the Village within six months after such appointment takes effect, unless an ordinance is passed approving the Village Fiscal Officer’s residence outside of the Village.
(g) The Village Fiscal Officer may be removed without cause either by the Mayor with the consent of a majority of the members of Council or by a three-fourths vote of Council with or without the consent of the Mayor. (Ord. 2019-15. Passed 12-2-19.)
