521.11 DISPOSAL OR PLACEMENT OF GRASS CLIPPINGS OR YARD WASTE IN PUBLIC RIGHT OF WAY PROHIBITED.
   (a)   No owner, occupant or tenant of any residential premises or business premises shall deposit, or cause to be deposited, any yard waste on the sidewalk or any public right of way.
   (b)   No owner, occupant or tenant of any residential premises or business premises shall permit the accumulation of any yard waste upon their property unless the same is placed in a receptacle used for the purpose of the collection and removal of solid waste from the property. This provision shall not prevent the maintenance of a compost pile or firewood upon such premises provided the same is used and properly maintained in a manner that such accumulation does not constitute a nuisance.
   (c)   For purposes of this section, “yard waste” means all tree trimmings, grass cuttings, dead plants, weeds, leaves, dead trees or branches thereof.
   (d)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
