Charges accruing under the terms of any section of this chapter shall constitute a lien upon the property served, and if not paid within ninety days, the Village Clerk or Village Administrator is authorized to file a sworn statement showing any delinquency and certify the same to the County Auditor for collection in the same manner as property taxes.
