925.02 PERMIT, INSPECTION AND WATER AND SANITARY SEWER SYSTEMS CAPACITY CHARGES.
   (a)   A permit and inspection fee of fifty dollars ($50.00) for a residential, commercial, institutional, or governmental water or sewer connection and two hundred dollars ($200.00) for an industrial sewer connection shall be paid to the Municipality at the time the application is filed.
   (b)   The following rates shall be charged for each water service connection made to any property and shall be paid at the time a permit is issued for the water service connection. No person shall make a water service connection or any part thereof, unless he has been issued a permit therefor by the Zoning Inspector. In the event that a tap is subsequently enlarged, the difference between the charges for the two tap sizes shall be paid. The rate will increase two percent (2%) per year for five years, unless otherwise modified:

   For any taps used to supply fire protection only, the rate shall be one-half the rate specified in this section.
   All taps include a water meter, curb box and curb valve placed inside the public right of way at the property line.
   For a single tap which provides service to multiple units on a property, a separate connection charge shall be charged and collected for each unit.

   Any sanitary sewer system connection charge where the tap size is larger than those set forth herein shall be the subject of a special action by Council prior to issuance of a connection permit. All sanitary sewer system service connections and lines shall be approved by the Village Administrator.
   For a single tap which provides service to multiple units on a property, a separate connection charge shall be charged and collected for each unit.
   (d)   Any and all connections to the Village water or sanitary sewer systems shall be made at the sole cost and expenses of the property owner and performed by a contractor who is approved to do work in Centerburg and qualified and licensed to do business in Columbus, Ohio.
   (e)   All permits shall be valid for a period of one year and construction for connection must commence prior to expiration of one year from the date of issuance.
