921.06 SEWER SERVICE SURCHARGE.
   A sewer service surcharge is hereby established.
   (a)   In all cases where the premises involved use water purchased from the Village, which is metered separately and which is not discharged into the sanitary sewer system of the Village or which use water provided by privately owned wells and which is not discharged into the sanitary sewer system then, in such cases, the rates levied by this section shall not apply to such water.
   (b)   A sewer service surcharge shall be applied when either or both the total suspended solids and B.O.D. of a water or waste accepted for admission to the Village sewage works exceeds the values of these constituents for "normal sewage." The excess concentration in either or both, as the case may be, shall be evaluated volumetrically in terms of "normal sewage" and be subject to surcharge of fifteen (15) center per one hundred (100) cubic feet on the volume derived in accordance with the following formula:

      where Sv is the derived volume of wastes in cubic feet subject to surcharge.
   Sw - the pounds per million gallons of suspended solids in the wastes as discharged.
   2,000 - the pounds per million gallons of suspended solids in the "normal sewage."
   Bw - the pounds per million gallons of B.O.D. in the wastes as discharged.
   1,667 - the pounds per million gallons of B.O.D. in "normal sewage."
   0.90 - factor allowance for 90% degree of purification required.
   F - the flow expressed in million gallons of the wastes as discharged to the sanitary sewer system.
   133,690 - factor to convert million gallons to cubic feet.
