(a) A moratorium is declared on the future sale of Village water and use of Village sewer facilities to properties outside the corporation limits.
(b) All properties currently receiving Village water and sewer services under prior agreements with the Village shall be unaffected by this moratorium provided, however, the Village continues to have a surplus of water and deems the continued furnishing of its services to be in the best interest of its citizens.
(c) All new applications for Village water and sewer services must be for properties located in the corporation limits of the Village.
