913.07 PUBLIC TREE CARE.
   (a)   The Village, under the guidance and recommendations of the Commission, shall have the right to plant, prune, maintain and remove trees and tree stumps, plants and shrubs within the lines of all streets, alleys, avenues, lanes and squares, and public grounds, as may be necessary to insure public safety or to preserve or enhance the symmetry and beauty of such public grounds.
   (b)   Tree Topping: No person shall "top" a public tree for any reason.
   (c)   Pruning and Corner Clearance: If the Village decides to prune trees or shrubs, it will take into consideration whether such branches obstruct the light from any street lamp or obstruct the view of any street intersection and whether the branches ensure a clearance of eight (8) feet above the surface of any sidewalk and four (4) feet in width and a clearance of fifteen (15) feet above the surface of any street.
