The funds received from the parking violations and other parking fee income shall be placed in the General Fund. There shall first be paid from such Fund the operating expenses of the parking facilities of the City; there shall next be paid from such Fund, the principal and interest requirements on any bonds or notes authorized. Any balance remaining in such Fund shall be used for acquiring additional off-street parking facilities.
