133.02 PUBLIC RECORDS; COPYING CHARGES.
   (a)   All public records of the Village as defined in subsection (b) shall be promptly prepared and made available for inspection to any person at all reasonable times during regular business upon proper written request made by the requesting party specifying which records are desired for inspection.
   (b)   "Public record" means any records defined as such by Ohio R.C. 149.43(A)(1).
   (c)   All medical records, records pertaining to adoption, probation, and parole proceedings, records pertaining to actions under Ohio R.C. 2151.85 and to appeals of actions arising under that section, records listed in Ohio R.C. 3107.42(A), trial preparation records, confidential law enforcement investigatory records, records the release of which is prohibited by State and Federal law and those records listed in Ohio R.C. Section 149.43(A)(2)(a)(b)(c) and (d), Section 149.43(A)(3) and Section 149.43(A)(4) are excepted and excluded from the definition of "public records" that are available for inspection under Ohio R.C. Section 149.43(A)(1).
   (d)   Upon proper request submitted, the Clerk-Treasurer or his designee, who is responsible for the public records of the Village, shall make copies of the specifically requested public records available to the requesting party at a cost of fifty cents ($0.50) per page within a reasonable period of time after the request is received.
