If it becomes necessary for the Village of Cedarville to mow any lot in the Village after proper notice pursuant to the nuisance and/or weed ordinances has been given to the respective property owner to mow his/her lot and such notice has been ignored by such property owner, the Village shall charge a minimum fee of three hundred dollars ($300.00) per lot plus thirty dollars ($30.00) per hour labor per employee per hour, or any part thereof, and any equipment or repair costs for the first mowing of said lot by the Village and the minimum fee shall be increased to a minimum fee of six hundred dollars ($600.00) per lot plus the aforementioned labor charges and equipment costs for a second or subsequent mowing of the same lot by the Village within the same calendar year as the first mowing.
