(a) In the event of a disaster, such as a tornado, flood, blizzard or severe storm, such that the streets have become impassable or are in a hazardous or dangerous condition, the Mayor shall declare a state of emergency within the Village.
(b) When such a state of emergency has been declared, the Mayor shall publicize the same by radio and by such other means so as to alert the residents of the Village to such emergency.
(c) If it is necessary to remove vehicles from the streets and alleys so that they may be cleared, the Mayor shall direct the Police Department to notify the residents of the Village by loudspeakers to remove their vehicles from the streets and alleys.
(d) Those vehicles not removed shall be towed by the Village at the owner's expense.
