121.01 COMMITTEES OF COUNCIL.
   (a)   There are hereby established the following committees of Council:
      (1)   Finance/Utilities Committee
      (2)   Community Relations Committee
      (3)   Other Committees when deemed necessary by Council
   (b)   Each committee shall consist of three members of Council and shall be appointed by Council the first meeting in January of each year or when deemed necessary. The committees are without legislative and executive power, and their duties are limited to fact finding and recommending appropriate action to Council.
   (c)   Committees shall comply with the requirements of Ohio R.C. 121.22 in scheduling and conducting their meetings. Two members of the committee shall constitute a quorum for the transaction of business. Each committee shall choose one of its members as chairman. Each committee shall hold its meetings in the Council room. The schedule for committee meetings shall be posted upon the bulletin board in the Council room. A record of the meetings shall be maintained, and the chairman of each committee shall report its findings and recommendations to the full Council at the next regular meeting of Council. Matters before Council, unless expedient action is required, shall first be referred to the appropriate committee for study and the committee's recommendations.
