No person shall park or allow to be parked on a public street any trailer or recreational vehicle and/or equipment for a period of more than twenty-four hours without a permit. Such permit shall be issued by the Chief of Police for periods of seventy-two hours, but not more than two permits may be issued for the same vehicle or equipment within a thirty-day period.
