All storm sewer designs shall require a permit and be in accordance with the following standards. All designs shall protect from flood damage and inundation by storm water to any dwelling. Drainage water entering the watershed shall be collected and routed from the area in approximately the same location and manner that existed prior to the construction of the improvements. Design of the drainage facilities within the drainage area shall be such that they will not divert drainage area from one watershed to another.
