(a) The obstruction of any drainage area in the right-of-way is strictly prohibited.
(b) No person shall fill a drainage area - or the area between the pavement and lawn/yard of an abutting property to the right-of-way - with gravel or any other material without first obtaining written approval from the Village Administrator.
