1323.07 APPEAL.
   Such owner or owners may, within ten days after completion of service of such notice, make a demand in writing to the Mayor for a hearing on the question of whether in fact a public nuisance, as defined in this chapter, exists. The hearing shall be held within ten days following receipt of such written demand and at least two days notice in writing of the hearing shall be given to the owner or owners. Such hearing shall be conducted by Council. All members of Council must concur that a public nuisance, as defined in this chapter, exists before enforcement of the abatement is carried out. A copy of the decision of Council shall be promptly served upon the owner or owners in the manner provided for hereinabove.
