(a) The Village Administrator, through the Clerk-Treasurer’s office, is authorized to join the Southwest Ohio Purchasers for Government Association.
(b) The Village Administrator, through the Clerk-Treasurer’s office, is authorized to make purchases for the Village of commodities or items costing less than the bidding amount, as set forth in the Ohio Revised Code, provided funds for such purchases have been appropriated in the appropriation (budget) ordinance of the year of such purchases.
(c) The Village Administrator, through the Clerk-Treasurer’s office, is authorized to make purchases for the Village of commodities or items costing less than the bidding amounts of the Ohio Revised Code through said association, provided that the competitive bidding procedures of the association have been used in such purchases; provided further that funds for such purchases have been appropriated in the appropriation (budget) ordinance of the year of such purchases.
