(a) The Village Administrator shall oversee and exercise control of the utilities and public services owned or operated by the Village. The Village Administrator shall make such bylaws and regulations as are necessary for the safe, economical and efficient management of such utilities, provided that such bylaws and regulations are not in conflict with any municipal ordinance or resolution or the Constitutions of the State of Ohio or the United States. The Village Administrator shall be under the supervision and control of the Mayor and shall have such other powers and duties as are prescribed by ordinance or law.
(b) The Village Administrator shall supervise the improvement and repair of streets, alleys and all public properties of the Village, including sidewalks, water lines, sewers, drains, ditches and streams. He shall also supervise the lighting, sprinkling and cleaning of all streets, alleys and public buildings and places.
