931.02 DEPOSIT FOR UTILITIES BILL.
   A deposit with the Clerk-Treasurer shall be required of each new customer who is a renter. The deposit shall be used as security for the payment of utilities bills or other charges owed the Village. Should any bill for utilities services remain unpaid for a period of thirty days from the date of the billing, utilities services, including water, to such property may thereupon be suspended and shall be resumed only after the payment of all utilities charges due, including a five dollar ($5.00) off and on charge and the payment of the deposit. The deposit shall be refunded when all utilities bills have been paid in full and the service permanently discontinued.
