A. All required improvements shall be completed within one year from the date of final approval of the subdivision; provided, however, an extension of the time, not to exceed one hundred eighty (180) days, may be granted by the city council upon application by the subdivider, submitted at least sixty (60) days prior to the expiration of the guarantee and provided the issuer of the guarantee is willing to extend the time of the assurance.
B. The city council may, upon appeal of the subdivider, grant a limited extension of the time limit, not to exceed sixty (60) days, without the necessity of filing the sixty (60) day notice as required above, when it is determined by the city council that failure to perform is due to conditions beyond the control of the subdivider.
