The requirements and conditions set forth in this chapter pertaining to each type of large scale development are the minimum requirements that must be imposed in order to achieve the intent and purposes as herein set forth. In the event that a developer does not desire to comply with the requirements and conditions relating to a large scale development, he may develop his land in accordance with the regulations and restrictions that apply to land within the underlying zone, except that all developments within shopping center zones shall be limited to development that has been approved under the provisions of article A of this chapter.
