7-4-3: SECONDARY WATER METERS:
   A.   After July 1, 2020, a water meter shall be installed at each new pressurized irrigation water connection. Meters shall be installed per the city's adopted standard details and specifications. Pressure irrigation water meters must be installed before occupancy will be granted for any new structure where the property has a pressure irrigation connection. The city may install meters at preexisting connections at any time as part of a planned meter installation program.
   B.   After installation of the meter by the city, at no time shall anyone be allowed to open or access the meter box unless under direction of the city.
   C.   A separate service connection and water meter must be provided for each parcel or lot to be connected to the pressure irrigation system. The City Engineer may approve other layouts due to preexisting or atypical conditions. Before water will be supplied through the connection, some person or legal entity shall agree to be responsible for and pay for all water used through the service.
   D.   Where water is now supplied through one service, to one or more houses or persons, the City Engineer may, in his discretion, either refuse to furnish water until separate services are provided or may continue to supply on condition that one person shall be responsible for and pay for all water used through the service.
