Any curb, gutter, sidewalk, street or other public improvements that become damaged or destroyed during the course of construction on the adjacent lot shall be replaced prior to occupancy of said structure; provided, that when, in the opinion of the city council, the damage is minimal and may be satisfactorily repaired, the city may so authorize such repair in lieu of replacement.
