It shall be unlawful for any person to dispose of any waste on any property within the city. It shall also be unlawful for any person to allow the disposal of waste on property belonging to or owned by said person. It shall be unlawful to burn any waste within the city corporate limits, except as permitted by city ordinance, by rules and regulations of the Lone Peak public safety district, and by the state board of health.
