§ 50.06 METERING FEES.
   The following metering fees are hereby fixed as rates to be charged for installing water meters by the water works system of the city:
   (A)   (1)   The city shall require a residential applicant for new water service to pay a meter fee of $350 for a five-eighths inch water meter, along with a refundable security deposit of $100; and
      (2)   A commercial applicant for a new water service shall be required to pay $35 for a one-inch meter, and $700 for a one and one-half inch water meter, along with a refundable security deposit of $100.
   (B)   There shall also be a connection fee of $1,000, payable to the city at the time of installation, and prior to the issuance of a building permit, plus other costs incurred to the city in the installation of the waterline and meter. The security deposit shall be retained, without liability for interest, to assure prompt payment of monthly water bills. To the extent necessary, the security deposit may be applied to any unpaid charges owed by the user, and any other damage, injury, expense, or liability caused by the user. Following any such application of the security deposit, the user may, at the discretion of the city, be required to restore the security deposit to its original amount. The security deposit shall be refunded to the user upon the closing of the customer’s account, and all unpaid charged still owing by the customer are paid;
   (C)   The connection fee of $1,000 is for future growth, maintenance, and loan payments of the water system; and
   (D)   There shall also be a monthly meter replacement fee of $1.78 for each user of the water system, which shall be applied to the replacement of old, or defective, water meters.
