(A) Commencing upon passage of this subchapter, and upon the commencement of the next billing cycle, the following monthly rates are hereby fixed as rates to be charged for water furnished by the water system. The City Council hereby finds, and declares, that the following rates for each year are fair, just, reasonable, and necessary minimum rates, be, and they are hereby, fixed as rates to be charged for water to be furnished, and services to be rendered, by the water system. The City Council also hereby finds, and declares, that it shall be the policy of the city to review these rates and charges each year, or sooner if necessary, to determine if they are sufficient to ensure the necessary operation, maintenance, financing, and growth of the water system.
(B) The water usage of each customer shall be determined each month by meter measurement, and the amount to be paid by each customer shall be computed on the basis of the following schedule of rates for each year, and for the years beyond until amended, or revised, by the city:
