(A) The operation of the municipal water distribution system of the city (the “water system”) shall be on a fully metered basis, with a meter installed at each water connection, both public and private. There shall be but one user on a single meter, and there shall be a service charge for water service connection, and charges imposed for all water usage and consumption.
